Major Mark Willingham is a national expert in the field of Responsible Retailing and provides litigation support, forensic consulting, and expert witness services to Plaintiffs and Defendants in Dram Shop cases and other matters involving the sale and service of alcohol, the use of alcohol, and alcohol related death and injuries.
Major Willingham is a resource to the alcoholic beverage industry in risk assessment and abatement and assists the industry develop and implement policies, practices, training, and management activities that exceed legal requirements and prevailing industry practices and are designed to prevent alcohol sales and service to intoxicated patrons, alcohol service to minors, and other violations of law. Major Willingham also provides expertise in matters relating to alcoholic beverage premises security including the training and supervision of bouncers and security staff.
Major Willingham has provided responsible retailing assistance to retailers and state governments in over thirty states and has provided litigation support and expert witness services across the country. Major Willingham co-directed the Federal government funded project Best Practices in Responsible Retailing.
Major Willingham holds Bachelor and Masters Degrees and is completing a Ph.D. in Business and Corporate Security. He retired after 30 years of service with the Florida Division of Alcoholic Beverages and Tobacco where he regulated and policed the alcoholic beverage industry. Major Willingham was a Fulbright Scholar and is a Certified Public Manager. Major Willingham is a graduate of the FBI National Academy Associates and served as the International President of the 17,000 member law enforcement organization in 2005.
